Minutes-8 /13/1980

The Tiffin City Council met in regular session on Wednesday, August 13, 1980 at the Tiffin Methodist Church. Nancy Draper of Better Cab Co. addressed Council concerning possibility of establishing public transit system to Coralville bus stop at Hy-Vee. Council instructed clerk to send questionnaire in water bills to determine amount of citizen interest in such a program. Council will study possibility if response to questionnaire is good. Mayor Formanek called meeting to order at 8:20 p.m. Councilmembers present were Madden, Spivey, Rohret and Williams. Potter was absent. Motion by Rohret second by Spivey to approve minutes for July 9, 1980 and special meeting July 11, 1980. Carried unanimously. Action on beer garden request by owners of Slim's Saloon deferred indefinitely because owners were not present. Motion by Spivey second by Madden to instruct clerk to mail itemized statement to A. F. Streb for weed cutting on lot #3 Sadler Addition and advising him that a citation for violation of Ordinance No. 1980-92 may be issued if statement is not paid within thirty (30) days and that the amount of the statement will be certified to the Johnson County Auditor for collection on the property tax. Carried unanimously. Council instructed clerk to send letter to owner of lots #8 and #9 Sadler Addition requesting him to mow or destroy weeds on lots #8 and #9 within ten (10) days or the city will mow and assess the costs to the property owner and advising him of the penalty for non-compliance with Ordinance No. 1980-92. Mayor Formanek reported on discussion with Robert Thompson concerning drainage problem created by Lark parking lot. Mr. Thompson indicated that he would slope the lot down to the street to allow water to drain across the driveway rather than install a tube under the driveway. Council instructed clerk to send letter to Mr. Thompson notifying him that the Council requests his completion date for this project in writing on or before August 25, 1980. Action concerning Ralph Brown's salary determination for 1980-81 deferred until regular meeting in September. Mayor Formanek reported that he issued a building permit to Hemann Construction Company for single family dwelling unit on lot #4 Sadler Addition with the stipulations that the cul-de-sac be completed by July 1, 1980 and surfaced comparable with the other streets in Tiffin and the building will not sit on top of any existing sewer lines. Formanek stated that the permit could be revoked if the stipulations are not met. Council voiced unanimous dissatisfaction with the city attorney for failure to comply fully with Council instructions regarding injunction against building on lot #4 Sadler Addition.
