Motion Potter second Williams to approve contract for community protection with David R. White for a period of January 1, 1981 through July 1, 1981 at a rate of $7.00 per hour per officer and $4.00 per hour for car expense. Carried unanimously. Clerk instructed to write letter to Emil G. Trott in regard to his letter dated January 5, 1981 and ask him for necessary forms so that City may complete them. Clerk instructed to write letter to Natural Resources Countil in regard to their letter dated November 26, 1980. Williams reported on towing incident on October 27, 1980. Vehicle in question was not in driveway of Bream Bins and Buildings. Vehicle was in middle of Grant Street with doors locked and hood was not up and was blocking traffic. Police officer first came upon vehicle at 7:45 p.m. State law provides that police officer remove vehicle in this type of situation. Vehicle was towed at 9:20 p.m. Witnesses' description of incident completely same as officer's description. Clerk instructed to write letter to Mr. Gary Droll informing him that Council does not concur with his opinion of the incident. Council received complaints about pigeons around old school building in Tiffin. Since pigeons present a health hazard clerk was instructed to write letter to Mr. Gary Biles, Superintendent of Clear Creek Schools, in regard to situation. Potter reported that cost estimate for insulating water house and dropping ceiling is about $100.00. Council will ask Ralph Brown to do work. Motion Potter second Madden to approve clerk-treasurer's reports. Carried unanimously. Motion Potter second Madden to approve bills and accept receipts. Carried unanimously.
