The Tiffin City Council met in regular session on Wednesday, June 10, 1981 at the Tiffin Methodist Church. Councilmembers present were Madden, Spivey, Rohret and Williams. Councilman Potter was absent. Also present were Barbara Murray, Mary Hoefer, Mike Kammerer, Beverly Birtcher, Dave White, Robert McDonald, Attorney Boyle, Ray Scheetz, Greg Downes, Larry Beuter, and another citizen. Mayor Formanek called the meeting to order at 7:30 p.m. Beverly Birtcher addressed the Council during community forum and asked to have a decision on her request to rezone the lot at 321 Grant Street from R-1 to R-2 on the agenda for June 17, 1981. Motion Rohret second Spivey to place Beverly Birtcher's request to rezone the lot at 321 Grant Street from R-1 (single-family residential) to R-2 (duplex) on the agenda for June 17, 1981. Carried unanimously. Greg Downes addressed the Council during community forum and asked how he could modify his original request for rezoning of lot no. 1, 2, 3, 4 and 11 of the Sadler Subdivision so that the request would be more acceptable to the Council. Rohret stated that two lots could have been zoned R-2 instead of R-3. Spivey stated that the vote was four to one against rezoning and it need not be requested again. Madden stated that lot nos. 1 and 2 could be rezoned to R-3, but nothing more than R-2 on the other lots. Williams made no comment. Downes requested copy of petition presented at the public hearing on original request. Rohret suggested that Downes ask people who live near the property. Downes stated that he would request rezoning of lot nos. 1 and 2 to R-3 and lot nos. 3, 4 and 11 to R-2 with the understanding that it would be more favorable to the Council. Bill Bream addressed the Council during community forum and asked if the Council would be favorable to an expansion of his business to include retail sales of liquid fertilizer. Bream stated that the liquid fertilizer would not be under pressure, would not have any smell, is non-flammable and harmless. Tanks would be portable, 12 by 18 feet, set on gravel with wood around them. City attorney advised Bream that in order to expand business or change use of property, he would have to ask for rezoning of the area from R-1 to A-1, C-1 or M-1. Attorney will do more research to determine which category the proposed usage falls into. Bream asked Council for general opinion before he looks into matter any further. Spivey stated that he was afraid that storage of liquid fertilizer would create problems. The other Councilmembers had no comment. Item will be placed on agenda for June 17, 1981. Motion Spivey second Rohret to approve agenda. Carried unanimously. Motion Rohret second Spivey to approve minutes of May 13, 1981. Carried unanimously. Motion Rohret second Spivey to approve application from the Tiffin Fire Department for a 14 day beer permit for Tiffin Fun Day on July 11, 1981 pending receipt of proper documentation. Carried unanimously.
