Mayor Pro-Tem Cox called the meeting to order at 7:45 p.m. Councilmen present were Stevens, Brown, Spivey, Rohret. Absent was Mayor Brotherton. Also present were Barbara Murray, Mary Hoefer, Bill Lucas, John Schneider, Mr. and Mrs. Phil Seydel and another citizen.
John Schneider addressed the Council during the community forum and asked why the vacant or abandoned houses in Tiffin had not been condemned and torn down. Council stated that it had received one complaint on only one of the houses and the Johnson County Health Department had inspected the premises and had not found it to be a health hazard. Council will consider Schneider's suggestion. Schneider also presented a newspaper article concerning Reagan's plan for funding water and sewer systems.
Stevens reported that Ray Scheetz was having problems with garbage pick up in the trailer court. Rohret stated that the city attorney had already written to Tim Wolfe and the city thought the problems were solved and that the problem of back due dumpster bills is not the city's concern. Item will be placed on next month's agenda for consideration.
Motion Rohret second Brown to approve the agenda with the movement of the JCCOG report to after new business. Carried unanimously.
Motion Rohret second Spivey to approve minutes of January 13, 1982. Carried unanimously.
Spivey reported that the Coralville Public Library is fairly firm on its asking of $1,900.00 for FY '83 contract. The only way the library would lower the figure is with the assurance of Tiffin catching up to the $1.19 per item figure within two years. Coralville Library will also sell borrower's cards for $25.00. Spivey will check to see if this is $25.00 per person or per family. A report was presented which showed that 40 families use the library currently and that the highest use is during the summer months. Cox suggested the possibility of city paying a partial fee and each user paying the remainder of the fee. Spivey will check into this possibility, too. Council agreed to set the budget figure for FY '83 at $800.00 and to talk to residents before the next meeting.
Cox brought up issue of Sidewalk Cleaning Ordinance and stated that the ordinance either ought to be enforced or repealed. Since Mayor Brotherton is in charge of enforcing the ordinance and he was not present, the issue will be placed on the agenda for next month's meeting.
Attorney Bill Lucas submitted plat for Forest Ridge Subdivision located about 1\( \frac{1}{2} \) miles southeast of city limits and owned by Francis and Nancy Schneider. They own a 63 acres tract of land and are subdividing about 10 acres into 2 lots. They have an agreement with the county that they will not further subdivide these two lots and that the owners of the lots are responsible for maintaining the roads. Lucas also reported that the county is not favorable to subdivision of the remaining acres because it is good farm land.
