Mayor Pro-tem Cox called the meeting to order at 7:05 p.m. Councilmembers present were Brown, Spivey, Stevens and Rohret. Mayor Brotherton was absent.
Ken Harris of L. L. Pelling was present to give a bid for street repair this spring. His bid was offered at the price of 60¢ per square yard for seal coat and $1.20 per square for reshaping and seal coat. Council would be obligated to hire L. L. Pelling for this year's street work if they signed the bid now. Council will take it under advisement.
Cox reported that the alley behind Summerhays Street needs rock. It should have a ditch in order to drain properly.
Home and Community Program was approved as presented.
Stevens presented proposed budget for sewer. Proposal approved.
Brown presented proposed budget for water. He reported that two hydrants need to be repaired this year. One is by the fire station and one is on highway no. 6 at Main Street.
Brown also proposed the installation of a new hydrant on highway no. 6 in front of the high school in order to provide more fire protection to the high school.
Brown also discussed the possibility of insulation the water plant in order to reduce heating costs.
Water budget approved as presented.
Brown also reported that Fred Charbon's well had malfunctioned and he had asked to buy water from Tiffin. Since there was no precedent for this, Brown charged $1.25 per 1,000 gallons. This is in line with current city rates.
In the absence of Mayor Brotherton, Kern presented the proposed budget for Policy and Administration. Rohret brought up the issue of proposed salaries. He stated that he would like to see Kern and Brown get the same amount of dollar raise per month this year because the same percentage figure is much higher on the higher salary and lower on Kern's salary. He proposed $75.00 per month.
Cox stated that he did not think that a 5% raise was enough for Brown.
Spivey felt that 5% was fair for Brown but would like to see an equal dollar amount given to Kern.
Brown stated that the utilities director's job involves a lot of overtime and weekend work and he felt that this should be taken into consideration.
