The Tiffin City Council met in regular session on Wednesday, May 12, 1982 at the Tiffin Methodist Church. Mayor Brotherton called the meeting to order at 7:30 p.m. Councilmembers present were Brown, Cox, Spivey and Rohret. Stevens arrived at 7:35 p.m. Also present were Attorney Mary Hoefer, Engineer Mike Kammerer, JCCOG Representative Barb Murray, Judy Aspelmeier, Glenn Potter, Dorie Madden, Tim Spivey, Nancy Wagner and Lloyd Williams. During community forum Cox reported that Tiffin firemen would set date for Cleanup Day this spring. Motion Spivey second Stevens to approve agenda as amended to include animal control item received more than 24 hours before the meeting. Carried unanimously. Motion Spivey second Stevens to approve minutes of special meeting on April 15, 1982. Carried unanimously. Motion Cox second Brown to approve minutes of regular meeting held on April 15, 1982. Carried unanimously. Cox and Engineer Kammerer explained recommendations for 1982 street repair program. Motion Brown second Stevens to authorize City Engineer Mike Kammerer to send bid documents for 1982 street repair program as presented to Councilmembers, to contractors, for work to be done between July 10, 1982 and August 25, 1982, all bid being due in the engineer's office by 5:00 p.m. June 9, 1982 and bids received by Council at 7:00 p.m. June 9, 1982. Roll call vote: Brown, aye; Cox, aye; Spivey, aye; Rohret, aye; Stevens, aye. Carried unanimously. Council received complaints about cats running at large. Attorney explained that Ordinance No. 80 states that animal control officer will make a reasonable effort to locate owner of cats but that "reasonable" effort is not defined in ordinance and ordinance does not dictate number of days to board cats. Council directed animal control officer to pick up cats running and large and to keep them in the street department building and Ralph Brown will care for the cats for three days. If owner is not located, cats will be disposed of in same manner as dogs. Motion Rohret second Stevens to deny request for building permit by Tim Spivey to place garage on lot at 111 Grant Street because garage will not be 25 feet from back lot line as required in Ordinance No. 1979-83 and it would be the third building on the lot which is prohibited in an R-1 district according to Ordinance No. 1979-83. Carried unanimously. Tim Spivey will ask Board of Adjustment to grant a variance to Ordinance No. 1979-83 to allow him to place three buildings on a lot in an R-1 district and to allow him to build closer to the lot lines than the ordinance will allow. Nancy Wagner addressed Council with possibility of placing a 14'x70' trailer on a permanent foundation of cement, take off the wheels and hitch and place it on lot no. 23 of the Summerhays Addition. Wagner plans to eventually move in another trailer and put one roof over the entire structure. Attorney Hoefer advised that in Zoning Ordinance No. 1979-83 a trailer without wheels and a hitch on a permanent foundation is still classified as a trailer.
