Spivey: Master Tank report says there is minimal pitting.
Stevens: Master Tank was not involved in the project. We want it done right. Obviously it would need some repair of pits. I thought that would have come up somewhere during the last year.
Baker: Yes, it could have been mentioned that there would be extra cost for pit repair.
Stevens: Could they paint it and last a year?
Baker: Would not agree to painting without repair of pits. It needs to be fixed before painting.
Stevens: What does it cost to fix and paint the whole inside?
Baker: If we negotiated out the cost of inside paint it would be in the $5000.00-$8000.00 range. They have already done part of the sand-blasting. Run into problems with negotiating. Normally financing is set up with 5-10% contingency for unknown things.
Clerk stated that budget was very tight. When council asked Kammerer for estimate for whole project in order to arrange financing, he estimated engineering fees at $10,000.00 and they came out with contract for $14,000.00. Council only allowed $85,000.00 for project and already will be spending $88,000.00 not including this $3400.00 or the cost of a new pump, if needed.
Stevens: Would you estimate there was $3400.00 worth of damage?
Cox arrived at 6:50 p.m.
Baker: Our man who inspected the inside today did not attempt to estimate a cost. Can't control time and labor costs.
Cox: Brown and I looked in tower when it was in Iowa City. Kammerer said any pit over 1/16 inch needed to be taken care.
Stevens: Did Master Tank have anything to do with it?
Cox: Did you inspect tower or use Master Tank's report?
Baker: I don't know for sure. To the best of our knowledge, we did not have someone inspect because we do not have the equipment. If the contractor is there, we use his equipment.
Cox: Kammerer said it should be sandblasted to white metal and we understood it would be in the contract.
Spivey: We could have been advised on the estimated cost. We have a lot of community people asking what's going on now.
