Mayor Potter called meeting to order at 6:00 p.m. Councilmembers present were Kobold, Morgan, Spivey, Stevens. Cox arrived at 6:50 p.m. Also present were Allen Baker and Russell Schneider from Shive-Hattery.
Baker: There was no reason that Service Enterprise needed first extension but we're past that now. In the case of repair of pitting, the normal procedure for bids is not to include it in original bid because tower first needs to be cleaned to determine the extent of pitting before cost of repair is known. It is cheaper for City to agree on price after tank is cleaned than to put in original contract. It will take 7 to 9 days to repair pits and cost $3400.00. I understand that City had hoped Service Enterprise would give help on new pump in exchange for first extension but did not ever return Mayor's call. The City is not agreeable to paying the extra $3400.00 for reconditioning. Service Enterprise proposes to fill pits with epoxy in riser pipe and sandblast and paint pit in upper bowl at no additional cost if City will grant another 30 day extension. Bob Gish, General Manager of Service Enterprise, told me that 6 men would be on job next week until job is finished.
Potter: We hired the engineering firm to inspect the tower. Now its costing another $3400.00. This should come from the engineering fees and pay for the last two special meetings.
Baker: If extension is granted the tower will be completed at no extra cost, except loss of use for 54 days. Don't know what was said at inspection, but can't really make determination of pits until it is cleaned.
Spivey: Engineer said any pit over 1/16 inch would be welded and it should have been in the contract.
Schneider: Kammerer doesn't remember making that statement.
Spivey: Why wasn't there some estimate made in contract for pitting?
Baker: Normal procedure is to clean first and then set price for repair after extent of work is known
Stevens: I remember that the agreement was there would not be any extra costs when we talked about it. In layman's terms, we told the engineer to make sure that for this set amount of money, we would have water. We made sure we asked "This is all it costs?" That $3400.00 should not be our cost.
Baker: If council is willing to grant extra time, there will not be any extra cost.
Morgan: If they didn't need the extra time, would the City be charged for the $3400.00 repair?
Schneider: There have been some communication problems. But this is the normal way to do it.
