The Tiffin City Council met in special session on Thursday, September 5, 1985 at the Tiffin fire station in order to interview an applicant for the position of grounds maintenance/utilities director. Mayor Potter called the meeting to order at 6:30 p.m. Council members present were Cox, Morgan, Spivey and Stevens. Runge was absent. Motion Spivey second Stevens to go into closed session under Chapter 28A Sec. 6.1.i. to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless or irreparable injury to that individual's reputation and that individual requests a closed session. Roll call vote: Morgan, aye; Cox, aye; Spivey, aye; Stevens, aye. Runge, absent. Carried. Motion Cox second Morgan to open meeting at 7:00 p.m. Roll call vote: Cox, aye; Spivey, aye; Stevens, aye; Morgan, aye. Runge, absent. Carried. Clerk asked for clarification about granting of $500.00 increase for each certificate. August 28th minutes show that a $500.00 increase will be granted after each certificate is earned. Applicants were told during the interviews that it might be possible to start work at $16,000.00. Clerk pointed out that this would not be possible because the state requires experience in addition to the coursework before the certificate will be granted. Council consensus to grant $500.00 pay increase to new hire when he completes the coursework required for each certificate, rather than after he obtains the certificate. Council discussed qualifications of applicants. Motion Morgan second Spivey to hire Bob Herring for position of grounds maintenance/utilities director when Ralph Brown retires. Roll call vote: Spivey, aye; Stevens, aye; Morgan, aye; Cox, aye. Runge, absent. Carried. Council directed Mayor to notify Bob Herring immediately and to ask Herring not to make it public until Council has had time to notify other applicants. Council agreed that they would not make the decision public until other applicants have been officially notified and directed Mayor and Clerk to do likewise. Motion Cox second Morgan to adjourn at 8:00 p.m. Carried unanimously.
