The Tiffin City Council met on Wednesday, May 14, 1986 at the Tiffin Fire Station. Mayor Potter called meeting to order at 7:20 p.m. Members present were Stoner, Runge and Stevens. Flansburg and Morgan were absent. Also present were Jim Peterson, Melvin Reeve, Judy Beckler, Attorney Greenleaf and Engineer Hart.
Jim Peterson from Liberty Communications spoke during community forum and presented a proposal for cable television service to Tiffin. Council directed him to mail questionnaire to residents in order to determine degree of community interest.
Motion Stevens second Stoner to approve agenda. Carried unanimously.
Motion Runge second Stoner to approve minutes of April 11, 1986. Carried unanimously.
Attorney stated that dedication of extension of Brown Street in P&B Subdivision would relieve property owner from paying taxes on that portion of the lot. An easement might prevent the city from making improvements in the future, if it so desired. There is no difference from a legal point of view. The City would have more leeway if it was dedicated but it would not extend any obligation on the part of the City.
Council directed attorney to draw up dedication papers for extension of Brown Street in proposed P&B Subdivision. Council directed Beckler to follow recommendations in city attorney's letter of May 5, 1986 for presentation of final plat showing dedication of alley extension and easement for city water main through the property. The question of installation of sidewalks was addressed. Engineer Hart stated that acceptance of the preliminary plat which does not show sidewalks constitutes a waiver of the sidewalk requirement for the subdivision.
A RESOLUTION APPROVING THE PRELIMINARY PLAT FOR THE P&B SUBDIVISION was introduced by Stevens and seconded by Runge. Roll call vote: Stoner, aye; Stevens, aye; Runge, aye. Absent: Flansburg and Morgan. Carried.
Motion Stevens second Stoner to reduce the agricultural land tax levy within the city limits from $3.00375 per $1,000.00 dollars of assessed valuation to $2.00 per $1,000.00 of assessed valuation for fiscal year beginning July 1, 1987. Roll call vote: Stevens, aye; Runge, aye; Stoner, aye. Absent: Flansburg and Morgan. Carried.
Engineer Hart reported that the water tank blew a gasket last week but the part has been replaced. He also reported a leak around the base of the tank which is lessening and will probably take care of itself. He also reported that the epoxy on the inside of the tank is not done as good as it should be. Hart will compile notes for a future letter to Service Enterprise.
Council consensus to hold Clean-Up Day on Saturday, May 31 beginning at 9:00 a.m. City will pay for truck rental, if necessary, dumping fees and lunch for firemen who work that day.
