September 9, 1987 The Tiffin City Council met in regular session on Wednesday, September 9, 1987 at the Tiffin fire station. Mayor Potter called meeting to order at 7:00 p.m. Council members present were Eggers, Morgan, Runge, Stoner and Stratton. Also present were Mike Hart, Stephen Greenleaf, Todd Kimm and David Sidwell. During community forum Stratton informed council that she had been contacted by someone who needs to do community service work on weekends. Potter told Stratton to arrange for the work to be done. During community forum Potter informed council that he received complaints from the manager of Clear Creek Court and an inquiry from "The Press Citizen" when the garbage was not picked up last Wednesday. Potter told them that the truck has broken down and the council was satisfied with the service. Motion Stoner second Morgan to approve agenda. Carried unanimously. Motion Stratton second Eggers to approve minutes of regular meeting and public hearing on August 12, 1987. Carried unanimously. Potter reported that the building code committee, consisting of Stratton, Runge and himself, had met and made recommendations for appointment of building inspector, fee structure which includes inspection fee, plans and class types. New ordinance does not cover multi-family, commercial or industrial buildings. These are covered under the State Code. The building inspector will be paid on a per project basis. Council consensus to add another fee category for structures not covered under the new one and two family building code ordinance with a permit fee for $75.00 which does not include an inspection fee as inspection is not necessary. Attorney will incorporate recommendations into ordinance for adoption next month. Motion Morgan second Stoner to appoint Runge as building inspector. Roll call vote: Eggers, aye; Stratton, aye; Morgan, aye; Stoner, aye, Runge, aye. Carried unanimously. David Sidwell spoke on behalf of A-Jem Company as production marketing manager. A-Jem Company manufactures electronic devices and Sidwell Development Corporation will market the shut-off device. The Iowa Development Commission has put money into A-Jem and will probably be very supportive of relocation efforts. An estimated ten jobs will be created the first year with 30 to 50 jobs in 2 to 3 years. He proposed that the council apply for grant money to purchase the property and renovate building and then sell to A-Jem. If company fails, city would own property. Potter supported proposal because location of new industry in Tiffin would allow city to apply for grants to improve farm-to-market road and make sewer line improvements in that area. Stoner reported that he would begin work for Sidwell Development next week and would hereafter abstain from voting on related issues. Estimated cost for purchase and remodeling is between $175,000.00 to $200,000.00. Hart stated that city could be eligible for $75,000.00 set aside money. Stoner stated that the city's financial obligation would be to co-sign a $25,000.00 loan agreement to cover set-up and moving expenses from Oakdale. Sidwell will arrange meeting with State people. Hart will follow up on grant procedures. Motion Stoner second Stratton to deny request by Wellman Telephone Company for space rental on water tower. Carried unanimously.
