Kern: Glenn asked me to check with Oxford. I was told that you initially offered 2 or 3% but their council said they didn't need anything.
Rugger: No. We offered a couple of free hookups. That's all.
Stoner: Will there be a user channel capability? It could be used for an interchange between the schools.
Rugger: We could look into the possibility.
Clerk: The school has asked for free installation and service.
Attorney: Section 30 of ordinance provides for that.
Potter: Two years is too long to install.
Rugger: We'll do it in 4 months.
Attorney: The 2 years is just an outside limit in case of trouble.
AN ORDINANCE REGULATING CABLE TELEVISION SYSTEMS WITHIN THE CITY OF TIFFIN, IOWA was introduced by Morgan. Clerk read and council considered. Soivey moved and Stratton seconded that Ordinance be adopted. Roll call vote: Soivey, aye; Stoner, aye; Morgan, aye; Stratton, aye; Eggers, absent. Carried. Motion by Stratton second by Morgan that rule or law requiring three readings on three different date be dispensed with. Roll call vote: Soivey, aye; Stoner, aye; Morgan, aye; Stratton, aye; Eggers, absent. Carried. Motion by Stratton second by Morgan for final adoption of ordinance. Roll call vote: Soivey, aye; Stoner, aye; Morgan, aye; Stratton, aye; Eggers, absent. Carried. Mayor Potter declared Ordinance No. 1988-149 duly passed and adopted.
Soivey: We still haven't had anything settled with Kirk Madden, Rugger and the town.
Potter: No we haven't. Rugger hooked Kirk's sewer line into a field tile and the raw sewage was coming up through the ditch. The town had to hire Smelser to correct the problem. It cost $357.00. The council felt that the person installing the line should have known what they were doing.
Rugger: We hooked into the stub off the main. We took out 2 pieces of broken tile before we got to the clean pipe.
Potter: You missed the stub by 2 feet and hooked into a piece of pipe in the ditch.
Soivey: The town didn't leave stubs for anyone who didn't hook up when the sewer lines were installed. They only left a "Y" on the main in front of the lot.
Rugger: We were told there was a stub there and we thought we found it.
Hart: Who told you that?
Rugger: Bob.
Hart: I'm the one who looked it up and told Bob how many feet to tell you to go. You got close, but not close enough.
Rugger: We didn't dig into the main because we didn't want to break up the road.
Hart: You didn't check to see if it went to the main?
Rugger: No.
Hart: It was a piece of junk pipe in the trench. There was only one "Y" showing on the televising tape. You were off by 1.6 feet or 2 feet.
Soivey: Stubs were only left for existing homes who were hooking up, because of the FMHA funding.
Hart: That's right.
Potter: Herring told me we had a problem there. We corrected it ourselves because something had to be done and now we're out the money.
Rugger: Rich talked to Bob. I don't know the deal. I only knew it was busted and the city was taking care of it. That's all I know.
Morgan: We had to take care of it.
