Stevens: What do I need to do to ask the council to remove the "no parking" signs on the south side of the street across from Slim's? The residents only have two places to park at the duplex and they'd like to be able to park on the street. Spivey: There's parking on both sides of the street and double parking sometimes and you can't get through the street. Stevens: Not too many do that. Some double park. Give them tickets. The regulars park there, not the volleyball players. It's not a big problem now. When Graham's owned the duplex, it was a problem. I own the property now and I don't care if they park there. Remove the signs. Flansburg's don't care if they park there. Potter: I see nothing wrong with removing the signs since Grahams have moved. You and Ted can work it out. Stevens: If we don't work it out, should I come to the council and ask? Potter: You can put it on the agenda next month. Carpenter: Any more questions or problems? Stoner: Nothing else. Spivey: Sounds like you've got them all solved. Motion Morgan second Stratton to approve agenda. Carried unanimously. Motion Eggers second Spivey to approve minutes of May 10, 1989. Carried unanimously. Mayor Potter opened the public hearing at 7:30 on the request by Iowa State Bank to amend Zoning Ordinance No. 83 to include road maintenance storage facilities in M-1 (industrial) zones. Potter reported that the Planning and Zoning Commission recommended approval of the request. Spivey: Will they need to follow the hard surfacing requirements? Attorney: Yes. The requirement is one parking space per 1,000 sq. ft. of building space. Hard surface shall be of concrete or blacktop. Commonly, seal coat is included in this definition. Spivey: That's not how it was interpreted before. Attorney: I'm not aware of a precedent. Potter: We're mainly concerned with dust control. Spivey: I could go along with the parking of the maintenance vehicles, but the driveway should be blacktop or concrete. Potter: The ordinance requires so many parking spaces per sq. ft. of building. Spivey: The parking space could be oiled to keep the dust down. The driveway should be blacktop or concrete. Attorney: A parking space is at least 9 x 20 feet and connected to a public street or alley by a driveway which is at least 10 feet wide. Mayor Potter closed public hearing at 7:40 and opened the public hearing on request by Iowa State Bank to rezone portion of property (formerly Bream Bins) from R-1 to M-1. No further discussion. Public hearing closed at 7:45 p.m. AN ORDINANCE AMENDING THE ZONING ORDINANCE NO. 1979-83 OF THE MUNICIPAL CODE OF TIFFIN, IOWA BY REPEALING SECTION 15 OF THE ORDINANCE AND ENACTING IN LIEU THEREOF SECTION 15 AS OUTLINED BELOW PROVIDING A NEW M-1 INDUSTRIAL ZONE USE CLASSIFICATION was introduced by Morgan. Ordinance was duly read and considered by the council.
