DATE: April 8, 1998 ATTENTION: Tiffin City Council Members FROM: Mike Singer, Tiffin City Planner RE: STATUS REPORT - Planning and Community Development Issues Listed below is an update on each of the important issues identified on 3/11/98. I welcome telephone calls from Council Members of interested persons concerning these issues. Many of these issues/problems will not be resolved without direct action by City Council members. PHYSICAL IMPROVEMENTS: 2nd Street Bridges: The City Council decided to proceed with a pedestrian bridge as part of the ISTEA project, however the City will prepare plans and specifications for a vehicular bridge to be bid out in January 1999 East Goldfinch Drive (Grace Road) and Bridge: The City Attorney has made contact with property owners. Council must decide if they want to sue to secure ROW rights. Speed Study and Highway 6 Improvements: The JCCOG speed study is underway. A preliminary report should be available in next two months. City must appoint a committee of parents, property owners, school officials and City Council to review and negotiate with IDOT. Jasper Avenue Connection: Contact made with property owner about possible purchase of ROW. Negotiations on hold for one month. Wombacher Annexation and Platting/Zoning: Contact from owner about possible annexation. Owner wants to work with City to lay out possible sewer and water improvements. City should encourage annexation and promotion of this area as an industrial park. Property owner on south side of Interstate wants to annex to Tiffin if Wombacher property comes in. Very possible that Forest Ridge Subdivision (Schneider) will annex at same time. Connection Highway 6 to I-80: This is dependent upon Wombacher annexation (above). Main Street Commercial Area Improvements: City Council should authorize Attorney to set up a non-profit organization. This organization, run by local business leaders, can buy and sell properties. Council members must get involved to make this happen, or the City will miss an opportunity to encourage public and commercial improvements.
