City of Tiffin
December 2, 1998
Tiffin Planning and Zoning Commission was brought to order by Chair Dan O’Halloran, 6:30 p.m. at the Tiffin Fire Station, Wednesday, December 2, 1998. Members present: Dan O’Halloran, Tina Walls, Steve Berner, and Melvin Reeves. Absent: Terry Richardson. Also present: Mike Gericke, Clarence Sewell, Greg Schott, Chad Freeman, Jim Miller, Joe Johnston, and Mayor Potter.
Parking regulations were reviewed by the Planning and Zoning. Current regulations provide for two parking spaces per living unit. Builders of large complexes would like relaxation of regulations to the previous ordinance. Currently a 12-plex would require 39 spaces, the old ordinance required 27 spaces for parking.
Motion Berner, second O’Halloran to recommend that the city council reinstate the previous parking requirements for living units as outlined in previous ordinance. Ayes: Walls, Berner, O’Halloran, Reeves. Absent: Richardson. Motion carried.
Motion Walls, second Reeves that the city council consider eliminating allowance for parking space behind a garage door, that the definition of parking space be reviewed to eliminate this parking space in all zones and that side driveway parking pads be encouraged to replace this current parking space. Ayes: Reeves, Berner, O’Halloran, and Walls. Absent: Richardson. Motion carried.
Chad Freeman meets current parking requirements on a eight unit complex. He requested that his requirement for spaces be reduced should the city council revert to the previous ordinance as it effects parking. An addendum to this effect will be added to his building application.
Clarence Sewell wanted to know if he could commence building under previous requirements. Singer indicated that building permits submitted would need to follow current ordinance until and when such ordinance was revised.
Mike Singer reviewed the new parking plan that has been drawn up with Jim Bartels and Fire Chief Tom Bigelow. New parking requirements will include no parking within 20 feet of any corner, on any 7% downhill street and on truck and narrow roadway conditions.
Motion Berner, second Walls to approve for recommendation to the city council for parking plan as mapped. Ayes: Reeves, Walls, Berner and O’Halloran. Absent: Richardson. Motion carried.
Mike Singer explained that Countryman Consultants could help the city develop a new Land Use Plan for a cost around $8,000.00. Comission spend time in discussion. Singer handed out information for members to review on this matter.
