Council:
4a. I have talked to bonding company in Des Moines. Upon receipt of the papers they have requested they think that only a Public Hearing will be held in December. Probably no other action will be taken by the council during the meeting. They will be talking to me again on Monday, so I can't tell you anything further at this time. The sewer revenue bond issue that the city currently has is what may slow things down a bit.
4e. The Capital Improvements plan was presented by Patrick Callahan during the November 17, 1998 meeting. The council will need to note any changes you might want and then approve it.
5a. The new ordinance requires a minimum of 2.5 parking spaces plus for each unit built. The builders would like the council to go back to the old ordinance that required about 2 parking spaces plus for each unit. The planning and zoning has recommended that you return to the old policy.
Jim Bartels, Tom Bigelow and Mike Singer have finished the parking map. It regulates parking to one side of the street, no parking 20 feet from corners, no parking on steep 7 % downward streets, and no parking on narrow or truck routes Planning and Zoning recommends the map..
5b. Mike Singer has drawn up a detailed plan of how the area near the fire station might be changed. Mike presented the plan at the Planning and Zoning. If the City could obtain ground around the fire station for a price near what Greg has paid for it, the Planning and Zoning would strongly recommend that the City look into procurement. The Planning and Zoning felt that the council should check this no matter what plan might eventually be used in this location. The Planning and Zoning STRONGLY recommended that the council check into this at the soonest possible chance as it was felt that Mr. Stevens would continue with improvement plans if he did not unload the location. Glenn has asked that the matter be placed on the agenda.
5c. Steve is currently receiving $7.50/hour. Glenn says that Brett reports being very pleased with his help. Increase labor wages to $8.00/hour is placed on the agenda.
5d. Mike Singer presented information on a Land Use Plan contract that would cost approximately $8,000 with Countryman. The Planning and Zoning discussed this. Mike also provided a packet on Countryman for each of you.
5e. The TIF tax certificate is enclosed and must be presented to the Jo. Co. Auditor every year. I have already recorded this in the Auditor's office. There is nothing to do except ok this resolution.
