NOTICE OF HEARING AND LETTING NOTICE OF PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATED COSTS FOR THE CONSTRUCTION OF THE 1999 SECOND STREET CULVERT INSTALLATION PROJECT IN AND FOR THE CITY OF TIFFIN, IOWA, AND THE TAKING OF BIDS FOR SUCH CONSTRUCTION. Notice is hereby given that there are on file with the Clerk of the City of Tiffin, Iowa, proposed plans, specifications, form of contract and estimated cost for the construction of the 1999 Second Street Culvert Installation Project, hereinafter described. A hearing will be conducted thereon at a meeting of said City Council to be held in the City Hall, Tiffin, Iowa, at 6:00 p.m. on the 22nd day of September, 1999 at which time and place any person may appear and file objections to the proposed plans, specifications and form of contract and estimated costs for said public improvements. Sealed proposals for the construction of said improvements will be received by the City Clerk at the City Hall, Tiffin, Iowa, 52340, until 6:00 p.m. on September 22, 1999 and will be opened and publicly read by said Clerk. Sealed proposals received will be considered by the City Council at the time and place first mentioned above and will be acted upon at such time and place or at such later time and place as may then be set. The extent of the work generally involves removal of an existing pedestrian bridge as well as existing abutments, moving said pedestrian bridge to a location approximately 800 feet north of the current location and replacing same on new abutments, placing a 16 x 6 x 72 Con-Span culvert to be supplied by the City of Tiffin along with footings, channel clearing, bicycle rail, etc, placing compacted backfill over the culvert and placement of 300 linear feet of P.C.C. pavement with curb and gutter, placing approximately 300 feet of 6" DR18 water main, placement of rip rap on newly constructed slopes and under the Con-Span culvert as a floor material, placement of RA-3 intakes and storm sewer pipe, mulching seeding and fertilizing, sidewalk placement, together with incidental work. All work and equipment is to be in accordance with the plans, specifications and contract documents on file with the City Clerk of the City of Tiffin, Iowa, which are by this reference made a part of this notice as though fully set out and incorporated herein. Work under the Tiffin Contract shall commence within thirty (30) days of Contractor receiving Notice to Proceed and shall be substantially completed and placed into operation on or before December 1, 1999, subject to any extension of time which may be granted by the Council. Payment to the Contractor will be made in cash from such fund or funds as are legally available, including but not limited to the proceeds of the sale of General Obligation Bonds, Special Assessments and proceeds from the sale of warrants, as authorized by Section 384.57 of the Code of Iowa, drawn on such fund or funds of the City as are legally available for such purpose.
