A special meeting of the Tiffin City Council was brought to order by Mayor Glenn R. Potter at 6:30 p.m., Wednesday, November 15, 2000 at the Tiffin Fire Station.
Council present: Jim Bartels, Karin Dils, Rodney Walls, and Mike Ryan. Absent: Mike Gericke. Also present: Jerry Strawn, Ed Cole and Tom Lawrence, Mr. and Mrs. Ned Allen, Engineer Mike Hart, Attorney Greenleaf and Melvin Reeve.
Ed Cole and Doug Frederick presented a possible planning concept for the council to review. Council explained that there could be a lengthy wait for provision of city water for the project. Council was presented with a sheet explaining the difference between tax levy if the parcel were all R-1 or a mixture of density including commercial.
Councilmember Ryan said he could see where additional commercial in the area could increase property tax collections.
Cole said he understood that providing extension of water and sewer lines would be the developers cost.
Councilmember Bartels explained that it was very difficult for him to see development here when it was possible that the school could use it into the future for growth needs. It seemed apparent to Mr. Bartels that the school did not know what they wanted, and this made it impossible for the city to assist them in any way.
Time was spent in discussion of parcel plans that included commercial along Hwy#6 and along the east boundary of the substation. R-3 along the southern boundary. R-2 in the center and some R-1 along the eastern boundary. Cole will provide a new set of plans for the upcoming Planning and Zoning commission meeting and Public Hearing for same plans for December 13.
Motion Ryan, second Walls to approve a RESOLUTION #2000-23, A RESOLUTION PROVIDING FOR AMENDMENTS TO THE CITY DESIGN STANDARDS, AND AMENDMENT TO THE SUBDIVISION ORDINANCE, AND INCLUDING INCREASING THE STANDARD WATER AND SEWER MAIN PIPE SIZE, as recommended by the City Engineer. Ayes: Bartels, Gericke, Dils, Walls, and Ryan.
Council directed study on commercial classifications for the zoning ordinance.
Concern about mud in Rolling Hills was expressed.
City should get snow fencing in place along Jasper Avenue.
Walls asked for amendment to trash ordinance, requiring 24 notice for nuisance cleanup at any residence.
Motion Dils, second Ryan to adjourn. Motion carried. 8:45 p.m.
Glenn R. Potter, Mayor
Margaret B. Reihman, City Clerk
