AGENDA ITEM # K-6 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: July 1, 2026 AGENDA ITEM: Discussion and Consideration of Approval of State Revolving Fund (SRF) Reimbursement Request #6 – Water Treatment Facility Upgrade Project ACTION: Motion Background Construction continues on the City's Water Treatment Plant Improvements Project, which is being financed through the Iowa State Revolving Fund (SRF) Drinking Water Program. Staff has received Construction Disbursement Request No. 6 for eligible project costs incurred through June 26, 2026. This reimbursement request includes contractor pay application costs and engineering services associated with the ongoing construction of the new water treatment facility. This represents the sixth reimbursement request submitted under the SRF loan. The reimbursement request has been reviewed by City staff and the project engineer, MSA Professional Services, and is consistent with eligible project expenses under the SRF loan agreement. Construction continues to progress on schedule. Contractor Application for Payment No. 10 reflects approximately 50% completion of the construction contract, with a current contract value of $12,194,973.34 following approved change orders. Approval of this request will allow staff to submit the reimbursement package to the Iowa Finance Authority for payment. Recommendation Staff recommends approval of State Revolving Fund Construction Disbursement Request No. 6 in the amount of $1,095,032.21 and authorization for the Mayor and City Administrator to execute all necessary reimbursement documents.
