AGENDA ITEM # K-4 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: July 1, 2026 AGENDA ITEM: Discussion and Consideration of Safety Surface at Woodfield Park and Council Action as Needed ACTION: Motion Work Session Discussion – Woodfield Park Playground Safety Surface As Council may recall from previous discussions, the playground at Woodfield Park currently utilizes engineered wood fiber (wood chips) as its safety surface. While this material meets required safety standards when properly maintained, it requires significant ongoing maintenance, including regular raking, replacing displaced material, and periodic replenishment to maintain proper fall protection. Due to its location and use, Woodfield Park requires more annual playground surface maintenance than any other City park. Staff has explored replacing the existing wood fiber with a poured-in-place rubber safety surface. This improvement would significantly reduce annual maintenance, provide a more consistent and accessible safety surface, enhance the overall appearance of the playground, and offer a longer service life. However, it also represents a considerable capital investment. Attached are two pricing options for Council's consideration: • Option 1: Contractor completes all preparation and installation. • Option 2: City Public Works staff complete portions of the site preparation, reducing the overall project cost. This item is being presented as a discussion only. Public Works Director Brian Detert will provide an overview of the options, anticipated maintenance savings, and answer any questions Council may have as staff seeks direction on how to proceed.
