Work Session Meeting

City Hall
The Tiffin city council met in a work session on Wednesday, May 14, 2014 at City Hall. Mayor Berner called the meeting to order at 6:35 PM. Roll Call: Kahler, Ryan, Petersen, Bartels & Upton. Absent: none. Also present: Engineer Frederick, Public Works Director Mehmen, Administrator Jackson and Deputy Clerk Collins.
Motion to approve the agenda by Petersen; seconded by Kahler. Motion carried.
Kahler indicated that she likes the new sign at City Park made by Public Works.
Resident Barbara Van Gorp introduced herself and wanted to express her interested in Planning & Zoning. She wants to see Tiffin develop well and wants to help eliminate the pitfalls other cities have experienced. She is interested in the City’s financial, entertainment and environmental areas. She works for the University and is active in making it a Blue Zone to ensure it is environmentally sound.
Parking lot lighting: Packets with photographs and costs were distributed to council members. There are several options. One is a $795 LED light and the other is a tear drop light at $1,290. There are also options for a mounting arm to get the lights to hang out further, as well as a taller pole. The Mayor indicated there is a clam shell base available or no base at $800/pole. Several council members questioned what the lights would look like without a clam base, wondering whether there were just lag bolts and/or a concrete base. Sheets were disseminated that indicate where the poles might be placed for proper illumination. The lights illuminate 300 feet. The Mayor will come back with the final options at the next meeting.
Development Concerns:
Bartels indicated there have been resident concerns about Tiffin Heights, specifically, where the developer is in the progress towards building and if the Preliminary Plat has been approved. The main concern is for the safety of residents in Deerview and the new development, Tiffin Heights. Once construction begins, in an emergency, there is one exit and one entryway in to service what will be at least a hundred households. Administrator Jackson indicated that the DOT has not approved additional outlets/entrances from Highway 6. No discussions took place with the developer about turn lanes because they were not required at that time. This is because at the time the Preliminary Plat was approved, it was believed that there would be another development which would first extend Blue Jay Ct, and then in an additional phase it would allow extension to Oakdale Boulevard, both additional exits. Unfortunately, that developer has not moved forward with Phase 2. Technically, the development also met requirement of having two exit-ways via Buck Avenue and Jackson St. Engineer Carhoff
