Capital Improvement Plan (CIP)
Bob Veestra with Veestra & Kimm: Came to discuss financials. Discussed how organization of CIP structure. He outlined each project and discussed timelines of each. Bob mentioned that the city might need an alternate source of funding. Most cities can get funding through state funding, but should be something that is started earlier than later. Mike Ryan asked how long does it take to get going? Bob responded saying that first you need to apply which is done 2 months in advance. Which then is a 2-5 months leave time, this is followed by the construction time. An example was given “if you start in the summer of 2016, then could run until 2017-18. Ryan then asked engineers “how much design time is needed?” Doug Fredrick stated approximately 18-24 months.
Ryan: how much design time is needed? Engineer: fredrick sttd 1-2 yrs (18-24 months). Engineer carhoff advd info going to be on next meeting agenda.
Bob: debt service is drawdoen loan. Started in summer/fall 16 – 24-30 months. Give the contractor longer time then will lower price a bit. Can barrow money in 15 but not have to pay out until 19. We are at critical capacity and if not taken care of then building permit will need to stop, current plant cannot handle.
Bob: work do caution: program is available but make sure you discuss other things other than city growth. Advd is appropriate to move forward.
