Approval of Change Order #17 – Boomerang Corporation - North Park Road Improvements — E-7

AGENDA ITEM # E-7 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: July 30, 2026 AGENDA ITEM: Approval of Change Order #17 – Miron Construction – Community Recreation Center ACTION: Motion Background Boomerang Corp. has submitted Change Order No. 17 for the North Park Road Improvements project (STP-U-7662(615)--70-52). The change order addresses the installation of an 8-inch sanitary sewer service extension to the Daytona Estates development, located at the southwest corner of Mopar Drive and North Park Road. The sanitary sewer service was intended to be installed as part of a previous project but was inadvertently omitted. Because roadway construction is still underway and the roadway has not yet been paved, completing this work now will avoid the need to disturb a newly completed roadway in the future. The change order has been reviewed and recommended for approval by MSA Professional Services. The change order includes: • Installation of approximately 125 linear feet of 8-inch PVC sanitary sewer service stub. • Installation of a patch subdrain where the new sewer crossing impacts the existing drainage system. • Construction of two Type C-1 storm sewer connections where the sanitary sewer crosses beneath an existing storm sewer. • Additional modified subbase required to remove and reconstruct the roadway section impacted by the utility installation. Approval of Change Order No. 17 will extend the contract by two (2) working days due to the additional work affecting the project's controlling construction activities. The contract completion will increase from 208 working days to 210 working days. Recommendation Staff recommends approval of Change Order No. 17 with Boomerang Corp. in the amount of $23,777.27, increasing the total contract amount to $5,585,726.68 and extending the contract time by two (2) working days.
