maintaining the municipal infraction process where appropriate.
City Attorney Recommendation
Chapter 70 – Traffic Code Enforcement Procedures
The City Attorney recommends revising Chapter 70 to generally align with the corresponding
provisions in the City of North Liberty’s Code of Ordinances, subject to review and concurrence
from the City Council and Johnson County Sheriff’s Office. North Liberty’s Chapter 70
addresses traffic code enforcement, scheduled violations, parking violations, appeals, and vehicle
impoundment procedures.
Staff recommends incorporating the proposed Chapter 70 revisions into the current codification
process following discussion and direction from Council and the Sheriff’s Office.
Johnson County Sheriff’s Office
Enforcement Considerations
The Johnson County Sheriff’s Office has been consulted regarding the proposed changes,
particularly the use of scheduled fines and the practical enforcement of code violations. Staff is
seeking feedback from the Sheriff’s Office regarding which violations would be appropriate for a
scheduled fine structure and how the process could best be implemented by law enforcement.
Council Direction Requested
Staff is seeking Council feedback on the proposed changes above so that any agreed-upon
revisions can be incorporated into the final codified Code of Ordinances prior to the public
hearing and first reading.
