Mayor and City Council.
Rathje Construction is proposing the attached change order for the Original Town Urbanization
Project Phase 2. As with the previous phase, the milling and asphalt stabilization work is being
removed from the contract and a 12-inch Modified Subbase and Geogrid will be installed in its
place. The pavement materials removed will be delivered to the quarry in Coralville where it
will be crushed and recycled into other roadway products. The subbase and geogrid will
provide an equivalent or superior base for the asphalt surface and curb & gutter section.
Rathje is predicting an overall savings of about $10,000. However, the real benefit will be the
reduction scheduling conflicts that the milling and stabilization may have caused. They are also
proposing a change to the staging that was detailed in the plans. Rathje will complete the
project in three stages instead of five. This will allow better utilization of their crews as well as
their subcontractors’ crews. Lastly, Rathje would like to change the completion date to
December 15, 2021. Some seeding/mulching work may remain into the spring of 2022, but it
should be fairly minimal.
I support Rathje’s efforts to re-organize the work and complete the project this year.
Thanks,
Benjamin A. Carhoff, P.E.
