February 24, 2021 Mayor and City Council. The subdrains and outlets were installed at the depths specified on the plans. The ditch was graded as specified on the electronic grading file but the subdrain outlets did not drain properly. The problem was largely undetected until the final grading was complete and when the IDOT made their final onsite inspection. Rathje was instructed to re-grade the ditch to allow the subdrain outlets to drain to the extent feasible. Several truckloads of material were removed from the ditch. The problem also occurred in several other places, but they are requesting the change order for only the north ditch east of the school property where the problem was most pronounced. I support Rathje’s change order request as this makes for better drainage of the project and less drainage issues in the future. Thanks, Benjamin A. Carhoff, P.E.
