Box 259 Tiffin, IA 52340 Dear Doug: Thank you for the opportunity to submit this proposal to assess the current and future law enforcement needs for the City of Tiffin. Obviously, the decisions arising from this assessment will have an impact on your community for many years to come and it would be my pleasure to work with your city in assessing these needs. DATE OF PROPOSAL July 13, 2021 SCOPE OF SERVICES OFFERED Cayler Consulting, LLC will conduct an assessment of your current situation and provide options/alternatives in determining the best path forward in providing efficient and effective law enforcement service for your community. I envision this assessment and review consisting of the following: • Interviews with elected officials, City Administration, City Staff, members of the public, business leaders, school officials and other stakeholders as needed to gain insight into common goals for the future • Meet with the Johnson County Sheriff and staff to review the current contract, call volume, peak call times, call type analysis, response times and coverage • Meet with police chiefs from Iowa City, Coralville, University Heights and North Liberty to discuss overlapping crime issues and the possibility of 28E and/or mutual aid agreements • Meet with Johnson County Communications to determine potential costs for dispatching services if the current situation is altered • Review of population trends to help project future needs/growth • Review of like-sized cities and/or departments with similar situations (Grimes) • Prepare cost estimates for infrastructure, personnel, equipment, training and other costs associated with a transition to a full-time or hybrid police department • Any other activities necessary to obtain relevant information • Discuss outcome of review with you and other city officials • Prepare a written report of the findings of this review
