______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL August 13, 2021 • Bri Wilkerson and Frank Haege will be at the meeting on Tuesday night to give a more detailed summary of Tiffin Rec Fest. They will give the update during the Communications (Item D-2) portion of the agenda. • Project Updates: o Rathje Construction continued pouring curb and gutter in the Original Town Phase Two project this week. o The contractor for Trail Phase 7 completed the final seeding on Wednesday of this week. All that is left is for the signs to be installed. o The curbs and the entrance approach have been poured at the City Hall Paver Parking Lot. o Veith Construction will be starting on Trail Phase 6 next week. • An order was placed this week for five computers and two webcams with the additional Cares Act money that was issued for technology/computer purchases. Four computers will go to the Fire Department, one will go to the Public Works Department, one webcam will also go to the Fire Department and another webcam will go to the Building Department. Shipping date for this is middle to late November. • On Thursday of this week the cameras were installed for the relocated yard waste pile. The new site was opened on Thursday after the signs were installed. As previously discussed, the relocated site is just west of the Wastewater Treatment Plant. The old yard waste site is now closed and will only be used in the event of an emergency in which the City receives significant tree damage. I will have pictures of the site at the meeting. • Emily Meyer, the City’s Utility Billing Clerk, would like the council to consider changing the ordinance that deals with the deposit amount for water and sewer services. She would propose the City amend the ordinance and increase the amount from $75 to $100. What Emily is starting to see is that when people move from Tiffin, the $75 deposit is not covering the last utility bill. After we apply the $75 to what is owed, we then have to try and track down those individuals for the remaining balance. A lot of times the amount is minimal which means it doesn’t qualify to send it to the Iowa Offset program to be collected. Raising the amount to $100 should catch most of those final bills. Other deposits in the area range from $80–$160 so we would still be in line with the other municipals.
