Program Information
The State Code of Iowa and the City of Tiffin ordinances assign the responsibility for repair and maintenance of sidewalks abutting
properties in public right-of-way to the property owners. The City has the responsibility to inspect the sidewalks and property owners
have the responsibility to arrange for the repairs to be completed as necessary.
How the Inspection Program Works
The Public Works Department staff will inspect the sidewalks annually in one of four zones in the City to identify pubic sidewalks not
meeting City standards and mark the sidewalks requiring repair. Property owners are notified if their sidewalks do not meet the
inspection criteria.
Code A: Separations
Vertical separations equal to three-fourths (3/4) inch or more.
Horizontal separation equal to one (1) inch or more.
Code B: Holes and Depressions
Holes and depressions equal to three-fourths (3/4) inch or more
and at least four (4) inches in diameter.
Code C: Spalling
Over fifty percent (50%) of a single square of the sidewalk with
one or more depressions equal to one-half (1/2) inch or more.
Code D: Cracked
A single square of sidewalk cracked in such a manner that no
part thereof has a piece greater than one square foot.
Code E: Missing
A sidewalk with any part thereof missing to the full depth.
