Approval of Changer Order #18 - Boomerang Construction Group - North Park Road Improvements Project — E-6

AGENDA ITEM # E-6 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: August 27, 2026 AGENDA ITEM: Approval of Change Order #18 – Boomerang Construction Group – North Park Road Improvements Project ACTION: Motion Background The City of Tiffin is completing the North Park Road Improvements project, identified as STP- U-7662(615)--70-52, with Boomerang Corp. serving as the prime contractor. The original awarded project amount is $5,458,891.91, and the currently authorized project amount is $5,586,976.68. Change Order No. 18 is classified as a non-substantial change order and was created on August 25, 2026. The purpose of the change order is to correct the treatment of a Modified Subbase quantity that was included in Change Order No. 17. The change order is necessary to correct a funding-category error associated with Change Order No. 17. The Modified Subbase overrun quantity was originally included under Category 1 federal funding in Change Order No. 17 and was subsequently approved in the project management system. Because Change Order No. 17 cannot be unapproved in the system, Change Order No. 18 is being used to remove the quantity from the participating item and establish the appropriate non-participating item. Recommendation Staff recommends that the City Council approve Change Order No. 18 with Boomerang Corp. for the North Park Road Improvements project. This change order is administrative/corrective in nature, results in no increase to the overall project cost, has no impact on contract time, and corrects the funding categorization associated with Modified Subbase work from Change Order No. 17.
