AGENDA ITEM # E-5 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: August 27, 2026 AGENDA ITEM: Approval of Pay Application #16 – Boomerang Construction Group – North Park Road Improvements Project ACTION: Motion Background The City of Tiffin is currently completing improvements associated with the North Park Road project, identified as STP-U-7662(615)--70-52. The project was let on December 17, 2024, with Boomerang Corp. serving as the prime contractor. The awarded project amount is $5,458,891.91, with an authorized amount of $5,586,976.68. Pay Application No. 16 covers the work performed during the period of July 26, 2026, through August 22, 2026. The payment application is currently identified as pending and was prepared through the City's project payment system. For Pay Application No. 16, Boomerang Corp. has submitted $342,708.08 in approved work for the current billing period. The application also reflects a $34,676.97 stockpile recovery, resulting in a current payment of $308,031.11. No retainage, liquidated damages, or other adjustments are being applied to the current payment. Work completed to date includes significant roadway, pavement, drainage, utility, and pedestrian improvements. The detailed pay application identifies completed work including concrete pavement, storm sewer infrastructure, culverts, water main installation, fire hydrant assemblies, recreational trail improvements, erosion control, traffic control, and other roadway-related improvements. During the current pay period, notable work included approximately 6,139.54 square yards of Portland cement concrete pavement, generating $331,535.16 in current-period payment for that item. Additional current-period work included modified subbase, pavement removal, driveway removal, silt fence, sediment control, and erosion-control mobilization. The payment documentation also indicates that the project remains within its authorized schedule. The original time limit was 200 working days, with an authorized deadline of 210 working days. As of the current payment application, 146.5 working days have been completed with 63.5 working days remaining. The report shows no liquidated damages assessed to date. Recommendation Staff recommends that the City Council approve Pay Application No. 16 from Boomerang Corp. in the amount of $308,031.11 for the North Park Road Improvements project.
