______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL December 3, 2021 • Project Updates: o Metro Pavers will have everything that needs to be poured prior to winter settling in completed by the end of next week. Rathje has been backfilling the areas where the elevations could have made snow removal a little difficult to help ease that process for the property owners. I think by the end of next week the project will be in a good stopping point for the winter. o The final walk-through with the DNR for both permeable pavers projects took place on November 15th. A small punchlist of items has been generated that Nolan’s Lawn Care is working on. Most of the items will be completed yet this year but there will be a couple of items that will carry over into the spring. • Item I-2 – Now that the population of Tiffin is greater than 3500, the City is required to have voting precincts. This is an ordinance change to the municipal code. Attached are three proposed precinct plans prepared by Johnson County. The council will need to decide on Tuesday night (even though we are only setting the public hearing) is which is the preferred plan. This will allow for the specific ordinance and precinct description to be drafted. The deadline for the approval of the ordinance designating the precinct plan is December 31st. This means the council will need to condense the second and third readings at the December 21st meeting. • The pre-construction meeting for Well #5 Test Well Improvements Project was held on November 15th. Attached is the proposal project schedule. • Budget season is right around the corner. At the next meeting I will have the budget calendar and schedule put together for everyone to review. Like most years, our review(s) of the budget will mostly coincide with regular council meetings but a special city council meeting or two may be necessary. Also, be thinking of the budgetary goals and priorities you would like to discuss with the rest of the council for potential inclusion in the budget. • Attached for the council’s review is the City’s Annual Financial Report. This document was due to the State on December 1st. Unlike the annual street report, TIF certification and the budget, this report does not require council approval just that it was presented or distributed at a council meeting. • Just a friendly reminder of the Goal Setting Session scheduled for Tuesday, December 14th at 5:30 p.m. A light meal will be provided at the meeting.
