CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
December 3, 2021
• Council Person Limkemann has requested a discussion item for the work session to
advertise for a Fire Marshal position within the Tiffin Fire Department. Skylar will have
more information on Tuesday night about the structure, timeline and responsibilities of
this position.
• The Faselts will be at the work session to give an update on their Downtown Housing
Grant Project. They will bring a draft to the meeting of what they have put together so far
which will include a rough estimate of the total cost of the project. On the regular agenda
for consideration is the proposal from ECICOG to have them prepare and submit the
IDEA grant application.
• At the November 2, 2021, meeting the council had a lengthy discussion about the
commercial parking and home occupation ordinances. Although it was a good discussion,
it did not resolve the issue. I wanted to circle back to this item as a couple of council
members wanted to follow-up on their own with the property/business owners to discuss
potential solutions. Attached for reference are both ordinances.
• City Hall has been asked for the council to discuss the possibility of implementing a
‘snowbird waiver’ for the garbage and recycling services for those who travel south
during the winter months. Some communities address this issue within their garbage and
recycling ordinance or with their refuse hauler. Tiffin’s ordinance and refuse contract
does not address this issue. If the council would be in favor of this, I think we would need
to address both the ordinance and the contract. I will have more information on this
during the meeting.
