Combining Selected Tiffin Precincts with Selected Township Precincts
Section 49.6 of the Iowa Code grants cities and counties the power to combine township and city precincts as long as the combined precinct does not have a population in excess of three thousand five hundred (3,500), as shown by the most recent federal decennial census, and the combined precinct is wholly within a legislative district (except when this would force the creation of a precinct with fewer than fifty (50) registered voters). Precincts are required to follow census block boundaries and must be composed of contiguous territory.
Combining Clear Creek Township precinct with a contiguous Tiffin precinct allows township voters to vote at a nearby location. Township voters will vote separate township ballots and are not eligible to vote in City of Tiffin municipal elections.
Therefore it is agreed that Clear Creek Township shall be combined with Tiffin 01.
Furthermore, the City of Tiffin has annexed portions of Clear Creek Township since January 1, 2020.
Therefore it is agreed that the census block identified as GEOID 191030104023010 included in the annexation recorded in bk. 6027 pg. 162 is comprised of incorporated and unincorporated territory. The unincorporated section of Clear Creek Township contains 17 people and the incorporated territory of City of Tiffin contains 0 people. GEOID 191030104023010 will be part of precinct Tiffin 01 (includes Clear Creek).
It is further agreed that the census blocks identified as GEOID 191030103033044 and GEOID 191030103033034 included in the annexation recorded in bk. 6178 pg. 575 are comprised of incorporated and unincorporated territory. The unincorporated section of Clear Creek Township contains 9 people and the incorporated territory of City of Tiffin contains 1 person. GEOID 191030103033044 and GEOID 191030103033034 will be part of precinct Tiffin 01 (includes Clear Creek).
It is further agreed that the census block identified as GEOID 191030103033007 included in the annexation recorded in bk. 6273 pg. 365 is comprised of incorporated and unincorporated territory. The unincorporated section of Clear Creek Township contains 0 people and the incorporated territory of City of Tiffin contains 0 people. GEOID 191030103033007 will be part of precinct Tiffin 01 (includes Clear Creek).
It is further agreed that the census block identified as GEOID 191030103033006 included in the annexation recorded in bk. 6306 pg. 93 is comprised of incorporated and unincorporated territory. The unincorporated section of Clear Creek Township contains 2 people and the incorporated territory of City of Tiffin contains 0 people. GEOID 191030103033007 will be part of precinct Tiffin 01 (includes Clear Creek).
The City Council of Tiffin and the Johnson County Board of Supervisors agree to create the combined township and city precincts as described above.
