AGENDA ITEM: Discussion and Consideration to Approve sending out an RFQ for the Tiffin
Fire Station Project and Council Action as Needed
ACTION: Motion
Background
The City of Tiffin is evaluating options for the future location and development of a fire station
to serve the community. The City currently owns two potential sites that could be considered for
a future facility.
Before making a final determination regarding the location or development of a new fire station,
staff is recommending that the City engage a qualified architectural/engineering firm to conduct
a comprehensive evaluation of the two potential sites and assist with planning for the City's
future fire station needs.
The RFQ is intended to identify a highly qualified professional team with experience in fire
station planning and design, site evaluation, and related architectural and engineering services.
The initial focus will be on evaluating the two potential sites and determining their feasibility
and suitability for a future fire station.
The initial scope of work would include:
• Meeting with City representatives, Fire Department personnel, and other stakeholders;
• Reviewing current Fire Department operations, staffing, apparatus, equipment, and
anticipated future needs;
• Conducting a needs assessment for the proposed facility;
• Evaluating the two potential sites;
• Reviewing zoning, utilities, access, traffic, emergency response routes, drainage,
environmental considerations, and other site constraints;
• Comparing the potential sites using consistent evaluation criteria;
• Providing a written recommendation regarding the site or sites that best meet the City's
objectives;
• Developing preliminary facility programming and conceptual planning;
• Developing conceptual alternatives and preliminary project cost information, if
authorized by the City.
The RFQ also identifies potential future services, if authorized by the City, including
architectural and engineering design, construction documents, bidding assistance, construction
administration, and construction observation.
Importantly, issuance of the RFQ does not commit the City to proceeding with construction or
authorizing all of the services identified in the document. Future phases would be dependent
