AGENDA ITEM: Discussion and Consideration of Professional Services Agreement with
MSA for the Design of Well #6 and Council Action as Needed
ACTION: Motion
Background
The City of Tiffin drilled two test wells in 2022 into the Silurian aquifer. One of the test wells,
located east of Jim Bartels City Park, was placed into service as Well #5. The second test well is
located approximately 550 feet southeast of the City's water treatment plant and is proposed to be
placed into service as Well #6.
Due to the continued growth of the City and increasing water demand, the City is proceeding
with the development of Well #6 to provide additional water production capacity.
The City has received a Professional Services Agreement from MSA Professional Services, Inc.
to provide the engineering and design services necessary to develop Well #6.
The agreement provides for the design of the Well #6 improvements. As an initial step, MSA
recommends that the City acidize and test pump the well to establish the expected production
capacity. MSA will assist the City in soliciting quotes from well drillers for this work.
Once the production capacity is established, MSA will design the improvements necessary to
connect Well #6 to the City's water system.
The proposed improvements generally include:
• Water main from Well #6 to the City's water treatment plant;
• Electrical service from the water treatment plant to Well #6, allowing the plant's existing
generator to provide standby power to the well;
• Approximately 10' x 10' wellhouse to house well controls;
• Below-grade metering vault for metering and water sampling;
• Gravel driveway and site improvements;
• Chain-link security fencing;
• Process piping and equipment;
• Electrical and controls systems, including SCADA communications;
• HVAC, architectural, and structural design for the wellhouse;
• Required Iowa Department of Natural Resources permitting; and
• Opinion of probable project cost.
MSA's scope also includes project management, coordination with the City and Iowa
Department of Natural Resources, design meetings, two City Council project updates, surveying
and data collection, preparation of construction plans and specifications, and final design
documents.
