GENERAL INFORMATION
The ARPA FINAL RULE has been published. Non-Entitlement Units (NEU), mostly non-metropolitan cities and
towns, can use the standard allowance for revenue loss of $10 million. This high standard allowance is far above
the ARPA funds allocated to each NEU. The standard allowance will now allow recipients broad use of ARPA
funding for government services. More information will be available soon on the reporting and standard
allowance process. The first round of ARPA reporting for NEUs will begin in April 2022.
ENGINEERING SERVICES
We have presented and received approval for our Master Services Agreement for Engineering Services from
Administrator Boldt. Work under the Master Services Agreement will be completed via individual Task Orders,
each with a clear scope and fee.
Please note:
- In accordance with our Proposal for the City Engineering position, we are providing the following
services at free or reduced cost to demonstrate our commitment to a smooth and efficient transition
into the City Engineer role:
o First 10 hours per month (then standard rates apply)…………………………………………….….$85/hr
o Transition Costs………………………………………….…………………………………………………….……no charge
Includes attendance at one council meeting/month for first 12 months at no charge,
if attendance is required
o Funding Assistance….……………………………………………………………....No charge first 10 hours/year
- Special rates will be identified in itemized bills as work is completed.
- Task Orders are limited to $75,000. Projects with cost greater than this will be completed under a
separate Professional Service Agreement.
- The City Administrator is authorized to execute Task Orders on behalf of the City.
- Agreement would be renewed annually (next renewal 01/24/2023)
Background Information Collection
MSA is working with Administrator Boldt on obtaining and reviewing information on recent projects and studies
to better prepare us to serve the City as part of our transition plan. This is a large effort, but this work on the
front end of the process will pay off over time. This work is done at no charge to the City, as part of the transition
phase.
