What previous experience does existing project sponsor staff have with the federal-aid highway project development process? Has past performance resulted in successful projects that delivered the projects in a timely and compliant manner? Does existing staff have the capacity to administer the proposed project? Has the project sponsor demonstrated an understanding of the program rules? What strategies will be implemented to deliver the proposed project successfully? The City of Tiffin has successfully completed the following projects using Federal Funds, complying with all necessary regulations:  U.S. 6 – Roberts Ferry Road to Park Road – Construction to start 2027  North Park Road – U.S. 6 to Aster Drive – 2026  U.S. 6 and Park Road Roundabout - 2022  Trail Phases 5 and 6 – 2018 and 2022  Roberts Ferry Road – U.S. 6 to Goldfinch Drive – 2021  Ireland Avenue – U.S. 6 to Railroad Street - 2017 The City has employed MSA Professional Services, Inc. as the project development engineer for this project. MSA has experience administering federally funded projects for municipalities across the state, including both design and construction services. The project team, led by Project Manager James Watters, is familiar with coordinating construction projects in DOT ROW within District 6, and has the capacity to see the project through from design to construction closeout over the next few years. As part of the project delivery strategy, the team will coordinate all necessary documentation required for NEPA clearance to ensure the necessary review time will not delay the project. Preliminary conversations will be held with property owners to ensure the right of way acquisition process can proceed quickly after obtaining required clearances. 5. Contribution Toward Safety for All Transportation Modes. How would the proposed project address the safety of all users such as those who walk, bike, drive, ride transit, or travel by other modes? To what degree will the proposed project address any existing safety needs or concerns? The U.S. 6 Pedestrian Trail and Underpass project places a strong emphasis on enhancing the quality of life for the community by prioritizing pedestrian and non-motorized vehicle safety and access to the nearby schools. This vision is realized through the creation of a 10-foot shared-use path on the north side of U.S. 6. This will provide a safe, separate pathway for pedestrians to use rather than walking along the paved shoulder next to traffic. The project also includes excavation of an existing 12’ x 8’ box culvert that will be used as a pedestrian underpass. This underpass will provide a safe and convenient pathway, facilitating access to both Clear Creek Amana middle and high school, which are located on the south side of U.S. 6. The underpass will also minimize the number of students crossing U.S. 6 at Roberts Ferry Rd, an at-grade signalized crossing. By fostering pedestrian safety and promoting active transportation, this project aligns with the city’s commitment to creating a more accessible, vibrant, and interconnected community. This project will allow pedestrians to cross the road without the need for crossing traffic, addressing the always looming safety concerns within school zones. 6. Enhancement of Statewide Tourism Benefits. How will the proposed project enhance tourism in Iowa by attracting visitors from out-of-state? What are the economic benefits of the proposed project to the state? The project will provide an additional link to the extensive trail network present within the Tiffin, North Liberty, Coralville, and Iowa City metropolitan area. This area has an extensive trail network that is made up of off-street, multi-use trails, local trails, side paths, and sidewalks. This network connects to local destinations such as Kent Park, Clear Creek, and the Tiffin Baseball/Softball/Soccer complex as well as other planned developments throughout the city. Providing a multi-modal infrastructure connection to the aforementioned destinations is a quality-of-life benefit for both local residents and for visitors to the metropolitan area. 7. Need for the Proposed Project. Why is the project needed in the area and what population will it serve? How will the proposed project satisfy that need? Provide adequate project justification based on existing or estimated future use of the facility. In addition to general need, please focus on how the project impacts high need areas such as low-income, transit-dependent, rural, or other areas? How will the proposed project improve the overall mobility of these areas and how has this population been engaged in the planning for the proposed project?
