CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL
February 3, 2023
• A Certificate of Occupancy and substantial completion was issued for the new Public
Works building on January 19th. There are still a few minor items to be addressed on
the punchlist but nothing that is critical to the use of the facility. The date of January
19th equates to 10 days of liquidated damages which equals $5000. This amount will
be reflected on the next pay application. It is also the date that triggers the start of the
one-year warranty period. Towards the end of December of 2023, (date to be
determined before closeout of the project) we will have another walk-through of the
building to take care of any last warranty items should any arise between now and
then. This would give enough time for the items to be identified and corrected before
the warranty expires. One other item I would like to discuss with the council is
whether there is a desire to have an open house for the new building sometime this
spring.
• Item K-3 – Brett will be at the meeting to further explain this issue but with the new
Well coming on line, we need to have it communicate with the Water Treatment
Plant. The current Programmable Logic Controller (PLC) system at the water plant is
obsolete but still functional. With the potential upgrade to the water plant within the
next couple of years, it really doesn’t make financial sense to do a complete PLC
upgrade at this time. The proposed change order for the temporary PLC will bridge
the gap from the current system to the new system that will have to be installed with
the upgrade of the plant. We think this is the best option available based on the cost
and reliability.
• Changes to the FY 2023-2024 Budget as a result of the Special City Council meeting
last Tuesday are being made. On Thursday we received an e-mail from Ted Nellesen
with the Iowa Department of Management basically telling all cities to continue to
move forward with their max tax levy process regardless of what is going on in the
State Legislature with bills that may potentially change the rollback. He also
recommended cities continue moving forward with their budget process (beyond the
max tax levy) stating that if nothing happens to the rollback and no bill is signed into
law, then the normal timeline for the budget approval will not change. However, is
something does happen with the rollback, that would more than likely result in an
extension for when the budget would have to be approved and submitted to the State.
This would give cities time to adjust their budgets, republish and hold their public
hearings is they would choose to do so.
• Just a friendly reminder that I will be out of the office February 13th – 15th. I will still
be available by e-mail, phone or text.
