CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
February 3, 2023
• Fiona Johnson, the Johnson County Ambulance Service Director, will be at the work
session on Tuesday night to discuss and answer questions from the council about whether
or not having a Johnson County Ambulance inside the city limits is a viable option.
• Attached is a proposed Real Property Lease Agreement from the Iowa Interstate Railroad
for a portion of the Railroad right-of-way behind the existing Public Works building at
201 Railroad Street. Prior to and during the construction of the new Public Works
building we worked with the Railroad to maintain the entire right-of-way for slope and
drainage. Once the building was substantially complete, a walk-through of the property
was done with the Railroad (at their request). The result of the walk-through is what has
precipitated this lease proposal. Two specific items in the agreement are concerning to
Brian Detert and me. Article III, Payments to Railroad – 3.0 Rent and Article VIII,
Conditions of Premises – 8.02 Improvements. Along with the agreement in general, Brian
and I would like to specifically address these two articles with the council on Tuesday
night.
• Most of you have shared with me your thoughts and suggestions for the fence situation
behind 267 Goldfinch Drive and whether or not it should be modified to allow for an
opening and/or gate to be put in it. However, there is still not a clear consensus on this
yet. Therefore, this item was requested to be on both the work session and regular
meeting agendas to bring finality to the situation.
• Brian Shay and I have been discussing the possibility of creating a Building Inspector II
position within the Building Department. Currently, the only two positions laid out in the
Collective Bargaining Agreement or the Employee Handbook are the Building Official
and City Inspector I positions. We are working on a job description and researching wage
ranges but would like to discuss this potential position with the council before we go too
much further.
