CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL
April 14, 2023
• Earlier this week I had a conversation with MidAmerican Energy about the remaining
gas line relocation work for Phase 3 of the Original Town Urbanization Project.
MidAmerican is planning on completing that work this summer ahead of next
spring’s reconstruction.
• I had a meeting with the DOT and MSA on Thursday to further discuss the widening
of Highway 6. This project has had a change in its scope and timeline. The DOT has
now programmed this project into the reconstruction program instead of the
resurfacing program. What this means is the DOT will be reconstructing the project
instead of milling the surface, over-excavating the shoulders and overlaying it with
asphalt to accommodate the widening. Instead, the entire surface will be over-
excavated, widened and replaced with either concrete or asphalt or a combination of
both. The downside to this change in the scope is that the DOT funds for the project
will not be programmed/available until 2027. This means the project would be bid in
the fall of 2026 with construction to start in the spring of 2027.
• A quick follow-up from the last council meeting and the discussion of the traffic
issues on Deer View Avenue is that the radar speed signs have been ordered. The
lead time for the signs is about seven weeks. As we discussed during the meeting, we
already had two signs included in next year’s budget.
• As I mentioned earlier this week, the inspection of the pedestrian tunnel under
Highway 6 located between the High School and the Middle School went well. We
anticipate getting the final report within the next couple of weeks.
• Just a friendly reminder the City-Wide Garage Sales is scheduled for May 5th - 7th.
• Included in the packet is the PDF version of the FY 2023-2024 Budget Presentation.
I will go through the presentation during the work session.
• The next Joint Entities Meeting is scheduled for this Monday, April 17th at 4:30 p.m.
The meeting will be hosted by the City of University Heights and held in the Kinnick
and Carver Rooms on the first floor of the Courtyard by Marriot Hotel located at 901
Melrose Avenue.
