______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL April 28, 2023 • As discussed at the March 21st council meeting, attached is the conceptual layout ‘Option C’ from MSA for connecting the sidewalk coming out of the roundabout to the soccer field parking lot. This appears to be the best option based on the existing elevation and to avoid the storm sewer culvert. MSA is scheduling additional topographical work and moving forward with the design of this layout. • We had another meeting with the DOT, MSA, MMS and the developer on the Kimberlite/Highway 6 connection now that the DOT has pushed the reconstruction and widening of Highway 6 out to 2027. As of right now, the DOT has agreed to allow the Kimberlite connection, hopefully in 2023. The developer is currently working on plans to be reviewed by the DOT and the City. Current specifications would be to pave the existing shoulders to create a 250’ long westbound and eastbound left turn lanes at the new Kimberlite connection. Traffic signals (possibly temporary) would be allowed/installed at Kimberlite. The right turns lanes, required in accordance with the traffic study, would be completed in 2027 with the reconstruction and widening. As this plan becomes more formalized, the council will want to discuss when it would be appropriate for the City to construct the south leg of Kimberlite through the City Park. This would remove the traveled portion through the parking lot. • The radar speed signs that were supposed to have taken seven weeks to deliver, surprisingly showed earlier this week. We have been looking at the sweeping curve on Deer View Avenue to try and determine where the best place will be to place the signs. I have a meeting with Sheriff Kunkel on Monday to get some law enforcement input on the placement of the signs as well. • The City’s Garden Plots have been tilled and are ready to go. All 20 plots have been rented. This has always been a popular item and maybe something to think about for next year might be to try and expand the number of plots and to slightly increase the annual rent. This has mostly been a community service offered by the City but this is going to be the first year where the City’s costs will not quite break even with the $40 per plot rental. • Just a friendly reminder the City-Wide Garage Sales are scheduled for May 5th - 7th. • Another friendly reminder is the City-Wide Clean-up Day is scheduled for Saturday, May 20th. • For Item D in the work session, I will have that information on your desks at the meeting on Tuesday night.
