AGENDA ITEM: Discussion and Consideration to Approve a One-Time Water and Sewer
Adjustment – 295 Hickory Court – Motion to Approve
ACTION: Motion
Background
Jason Sandersfeld, property owner at 295 Hickory Court, submitted an application for a one-time
water and sewer adjustment on September 13, 2026.
The applicant reported that an upstairs toilet had a faulty seal, resulting in water leaking through
the floor and into the basement ceiling for an unknown period of time.
The customer's twelve-month billing history establishes an average monthly usage of
approximately:
• Water: $27.70
• Sewer: $31.24
The elevated usage occurred primarily on the July, August, and September 2026 bills. Based on
the City's calculation, the total potential adjustment resulting from the leak is:
Utility Calculated Adjustment Ordinance Maximum Proposed Adjustment
Water $339.54 $250.00 $250.00
Sewer $207.71 $250.00 $207.71
Total $547.25 $500.00 $457.71
The application documentation reflects the calculated water adjustment at $339.54 and sewer
adjustment at $207.71. Because the ordinance limits the one-time adjustment to $250 per utility,
the water adjustment is limited to $250.00.
Tiffin City Ordinance No. 2017-398, Section 92.10, provides that, upon application and at the
discretion of the City Council, a customer may receive a one-time adjustment on the water bill of
up to $250.00.
The ordinance establishes the adjustment based on the customer's average monthly billing over
the preceding twelve months.
Ordinance No. 2017-399, Section 99.10(1), establishes the same $250 maximum adjustment for
sewer charges and provides for the use of the customer's twelve-month average billing.
The application was submitted on September 13, 2026, and the applicant acknowledged the
City's one-time adjustment provisions.
