TIFFIN FIRE DEPARTMENT SG SAFER Guideline # TITLE: Recruit Physicals ORIGINAL ISSUE: CITY REF: Resolution 2023-036 REVIEW: STANDARDS NFPA 1582, 2021 NOFO AMENDED REF: DATE: DEFINITIONS: “Applicant” means an applicant to join the fire department as a recruit. “Recruit” means a candidate for membership in the fire department as a Firefighter and/or EMS Provider. EMS only recruits are not eligible for this grant activity. POLICY: It is the policy of the Department to provide new recruits a pre-employment physical at no charge in accordance with NFPA 1582 as part of the 2021 SAFER grant award. Applicants who receive a conditional offer to join the Department will undergo an entry-level physical and receive immunizations, if necessary. The physical must meet NFPA 1582, including Chapter 6, Medical Evaluation of Candidates, and Chapter 9, Essential Job Tasks – Specific Evaluation of Medical Conditions in Members. An applicant must successfully pass an NFPA 1582 compliant physical and all recruitment requirements to be able to join the Department as a recruit. The Program Manager (Fire Marshal) will manage this grant activity and will schedule all pre- employment physicals for applicants. The Program Manager will gather and maintain documentation specific to each applicant and recruit and will provide documentation to FEMA upon request or as needed. No SAFER funds will be used for annual physicals of existing members; this grant activity is limited to entry physicals for new recruits. Funding & Disposition of Grant Funds Disposition of Funds. If additional funds remain in a grant activity’s line-item budget at the end of a SAFER year, those funds will be automatically rolled over to the next activity year during the POP unless a funds transfer is approved by FEMA. The Grant Administrator will be responsible for seeking FEMA approval for any amendments to grant activities. Insufficient SAFER Funds. If grant funds cover a portion of a grant activity but are insufficient to complete the grant activity, then City funds will be used to make-up or cover any shortfall for grant related activities. This may include making up the difference of the cost of the physical, incidental costs or expenses associated with a grant activity, overages due to price increases, or other unforeseen circumstances that may arise.
