FROM: Bill Erb, Fire Marshal RE: Fire Department 3rd Party Plan Review Fee Comparison DATE: June 1, 2023 Dear Mayor and Councilpersons, I would like to thank you for the opportunity to explain the cost difference between internal plan review fee and if a 3rd party plan reviewer is used. Third Party Plans Review: As outlined in Section 105.5 of the 2021 International Fire Code, with amendments to be reviewed/adopted by the City of Tiffin, the fire code official at their discretion shall send plans to an outside agency for review. The fire code official shall choose the plan review agency. The applicant shall pay all fees associated with the plan review directly to the outside agency. A certificate of occupancy shall not be issued until the review fees have been paid. The Tiffin Fire Marshal has chosen the outside plans review agency as, Lund Fire Protection, Norwalk, Iowa. The applicant shall pay all fees associated with the third-party plan review directly to the third-party plan reviewer. The fees associated with the third-party plan review are in addition to the Tiffin Fire Department permit fees and/or the State of Iowa Fire Marshal permit fees. Please contact the Tiffin Fire Department if bidding a project and want to know if a third-party plan reviewer will be utilized for your project. A certificate of occupancy shall not be issued until the review fees have been paid. To show a comparison for this service, the comparison was calculated based on the fire sprinkler system for 1100 Anderson Place, Tiffin, Iowa.
