ATTACHMENT B: SCOPE OF SERVICES US 6 Conceptual Design City of Tiffin Project Description: Previously, MSA worked with the City of Tiffin to do a 2D layout and cost estimate of US 6 from approximately Grant Street to 900’ west of the roundabout at Park Road. After completing the assignment, MSA and City staff met with Iowa DOT officials. Iowa DOT reviewed funding for this project and determined that it was eligible for the “reconstruct” program and the project could be funded as early as 2027. They then requested that the City do a conceptual 3D design to better determine the proposed typical section and drainage throughout the corridor. The Iowa DOT also tasked the City with providing a more detailed cost estimate based on the 3D design to assist with a funding agreement between the City and the Iowa DOT. MSA will undertake the following tasks: Preliminary Plans a) Develop vertical geometrics for US 6 within the limits described above. It is anticipated that the road will be converted from the existing rural section to include a two-way-left-turn-lane (TWLTL) in the middle of the road. The vertical design will be completed to the extent necessary to determine where curb and gutter will be necessary to reduce adjacent property impacts as well as review of drainage throughout the corridor to determine where storm sewer will be needed. b) The Iowa DOT will provide a pavement design for use by MSA. c) The Iowa DOT will review the existing structures within the corridor to determine if they need to be replaced. It has already been determined that the two existing box culverts within the project limits will need to be extended if they are not replaced. Construction Cost a) Prepare a preliminary cost estimate based on the conceptual design and assist with determining the cost share agreement between the City and Iowa DOT. Meetings a) Two meetings with MSA team members joining both in-person and virtually, are included to discuss the concepts with the City and Iowa DOT as needed. Tasks not included: a) This scope is only intended to deliver a concept and cost estimate for the City of Tiffin to secure a funding agreement with the Iowa DOT. As such, there are no subsurface investigations, environmental clearances or permits, right-of-way acquisitions, or public engagement included in this scope. Those items would be included in a later preliminary design phase when a funding agreement is in place.
