______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL July 7, 2023 • Planning continues for this year’s Rec Fest scheduled for August 5th. A lot of what is left to finalize is what I would call the small detail(s) items. Attached is a flyer for the event. We will have another final update at the July 18th council meeting from both Bri and Frank. • Item K-5 – The Iowa Offset Program is something the City has participated in since 2016. The reason for the new/updated Memorandum of Understanding is because the program is now moving to the Iowa Department of Revenue. With that, the State is asking/making cities re-enlist in the program and changing the name from ‘offset’ to ‘setoff’. The implementation of the program will not change. • Item K-6 – I have met with the attorney for the Hickory Knoll HOA for the sanitary sewer system the subdivision is required to install now that there is a sewer line available to the subdivision. Although we had a very positive meeting, the City has not received a plan or proposal from the HOA and per the developer’s agreement, the City will proceed with the project and assess all costs to the HOA. • The DOT contacted us early last week about a new ‘speed feedback sign program’ for cities with a population between 1,000 and 10,000 that are located along a state highway such as Highway 6. The signs are installed by the DOT at no cost to the City. However, once installed, the City will own and maintain them. We are currently working with the DOT to determine the specific location for the signs. • I will have more information on this for Tuesday night’s meeting but Brian and Colton looked at another street sweeper on Thursday morning. It is in really good shape and is currently owned by a construction company. We are trying to find some comparables to determine a value. I will have some pictures to share of it on Tuesday night as well. • Just a friendly reminder that I will be out of the office July 12th – July 14th at the IaCMA Summer Conference.
