CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL – NOTES FOR WORK SESSION ITEMS
October 13, 2023
• Fire Chief Brad Hill will be at the work session to give his third quarter update. He would
also like to have a discussion with the City Council about some upcoming purchases for
the department. Below are the talking points Brad would like to discuss and seek some
assistance/direction from the Council on the best way to potentially move forward with
these items.
o Fire Reporting Management Software – The Fire Department has been notified
that as of January 1, 2024, our current reporting software will no longer meet
minimum state requirements. To remain compliant with state requirements and
position our department for continued future growth, our recommendation is to
switch software providers. Annual cost for software is in the $10k range. This
item will also be on the regular council agenda as it is time sensitive.
o Thermal Imaging Camera – Up to $20,000 was included in this fiscal year’s
budget to upgrade our thermal imaging cameras. I'd like the council's permission to
secure quotes and spend no more than $20,000 on thermal imaging equipment to
replace our outdated equipment.
o Air Fill Station – As a reminder, during budget discussions for FY 23-24, funds
were requested for a new air fill station to replace the 20+ year old fill station that
is currently in use. Funds were put on hold pending a grant application that was
recently denied. There is a need for a new air fill station. Estimated cost is $60,000
- $70,000.
o SCBAs (air packs) – Our current SCBAs are nearing the end of their
recommended life cycle. A quote has been obtained to replace current masks,
packs, and air bottles with all new. Estimated cost is ~$175,000.
o New Firetruck Equipment – When we take possession of the new firetruck, several
items on the existing truck will need to be replaced as they've reached the end of
their recommended life cycle. If possible, I'd like an increase in the FY 24-25
budget to cover the replacement costs. I'll have a ballpark cost later this year when
we start discussing budgets.
• Monday we will be touring the Recreation Centers in Northwood and Clear Lake. Both of
these facilities won the Iowa League of Cities Community All-Star Awards for their
respective population categories. The intent is to see the layouts, functionality and
amenities these facilities offer as we continue to plan for a facility in Tiffin. We will have
a full report during the work session.
