ON-GOING PROJECTS
North Park Road Improvements – James Watters
MSA submitted the funding application to Iowa Transportation Alternatives Set-Aside Program (TA Set-aside
or TAP) on November 27, 2023. Funding application would be for the funding of the pedestrian accommodation
(multi-use trail, pedestrian underpass, etc.) aspects of the project through the Safe Routes to School Program.
Notification of award of grant (if awarded) is expected in Spring 2024.
MSA is coordinating resubmittal of Concept Statement to Iowa DOT Local Systems Bureau to include proposed
roundabout near entrance to Tiffin Elementary. Additional Archaeological field investigations were required
due to the increased impact of the roundabout. Field investigations were completed in late November.
Resubmittal of Concept Statement is anticipated in December, 2023.
Highway 6 Concept and Cost Estimate – James Watters
Mark Harle with IaDOT District 6 responded to MSA’s conceptual design and cost estimate and was in
agreement with the approach. City will work with MSA to develop construction plans and specifications. DOT
will acquire any needed right-of-way and handle construction administration and observation.
DOT is currently proposing a 60% design submittal in July 2024 to allow for enough time to acquire ROW. To
meet this accelerated schedule, MSA prepared and submitted a contract to complete survey of the corridor for
approval at council’s December 5th meeting. Contract for design services will be submitted for approval by
council in January 2024.
Comprehensive Water System Evaluation – Clint Wienen
MSA has provided cost estimates for building type options to the City along with renderings for the proposed
water plant upgrades. Harn indicated they expect to have the pilot study report completed by mid-December.
MSA will submit the Preliminary Engineering Report to the DNR for approval once the pilot study report is
received and the City makes a decision on the building type.
Trail Connection between Roundabout and Parking Lot – Andrew Inhelder
Project is bidding on November 30th. Council to review bids at their December meeting and potentially award.
