CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL
December 1, 2023
• We will continue the swearing in of the Fire Department personnel on Tuesday night.
The Mayor will do this again at the beginning of the meeting.
• Attached is a ‘Typical Budget Timeline’ included in the Budget Special Report that is
produced by the Iowa League of Cities. You don’t need to pay specific attention to
the dates listed in the righthand column as I will put together a schedule that
coincides with our regularly scheduled council meetings and any other special council
meetings that will be necessary to assist the budget process. I more so put this
document in the packet just as a point of reference on how HF 718 has changed the
overall budgeting process and the anticipated impact it will have on cities.
• Item K-4 – As a result of the discussion in the last work session, this item is on the
agenda for formal approval by the council. Katie and Lexi have begun the first step
of the process in creating the survey for the council.
• Item K-5 – The first meeting in January falls on a day in which City Hall is closed for
the New Year’s Holiday. Based on what worked into everyone’s schedule, and with
there being five Tuesdays in January, this item will simply move the meetings from
the first and third Tuesdays in January to the second and fourth Tuesdays.
• Just a friendly reminder that our auditors from BerganKDV will be at the next work
session to give a short presentation on the audit process and discuss the findings.
Also, as of right now, I am planning on having two virtual economic development
presentations on some tools that could help assist the City in its future economic
development efforts. These are firms that Council Person Schnedler and I met with at
the ICSC Conference last May.
• Just an FYI, the DOT has informed us, pending weather conditions, they plan to have
the bridge over South Park Road completed and open to traffic within the next couple
of weeks.
• Item I-3 – The developer’s agreement for Daytona Estates is still in draft form and
has not been fully reviewed by legal yet. This will have a full review prior to
Tuesday’s meeting though.
